The offer for a potential strategic investor   

Investment: land in the city centre of Rostov-on-Don, 40 000 square meters (4,0 hectares) for residential, commercial or mixed-use development.   
The land is a territory of a former plant for production of fueling stations.

Planning permission for residential development, with no height restriction. Planning permission has been obtained to ensure that the legal conditions of construction and reconstruction of houses predominantly residential complex development with surrounding territory for general communal use and other associated uses are complied with.

Additional information  

The construction of a new «5 stars» hotel «Sheraton» has been started. It’s situated in 250 m to the North in diagonal opposite to our building site. The area of the future hotel is 25.5 thousands m2 (307 rooms). A new business-centre (category A) is also being built with an area of 15.4 thousands m2 (A group of companies “Megapolis”)  
The technical customer of construction in the Austria concern Starbag, the general contractor is the Russian-Turkish company "Costa Group"

Site description   


The land is owned outright and is fully equipped with engineering infrastructure (2 electric substations – 1270 kW, gas – boiler-house, water supply system, sewage system, independent railway deadlock equipped with two cargo handling trestles

"Capital Park" is in private ownership of a gas trunk pipe, which has medium pressure of 0.1-0.3 MP, diameter 150 mm., length 500 meters  

Gas consumption 615 m3/hour

The Site is located in the city centre and has convenient access roads and pedestrian pathways. In a very close proximity from the Site, there are a Rostov city main and suburban railway stations, long-haul route coach station and the main Rostov city motorway interchange (“The Siversky Bridge”).

Historical reference   

Rostov-on-Don was founded in 1749. The city is located 1230 km from Moscow and is an administrative centre for 4,5 million people, with 1,1 million of permanent residents. Rostov-on-Don, having kept its old merchant traditions and the image of «the Gates of Caucasus», is a unique symbiosis of transport arteries. The city has strategic railway junction, international seaport and aviation port. All motor transportation and cargo routes to all Southern regions of Russia and to its Central part run through Rostov-on-Don city.

Согласно Правилам землепользования и застройки г. Ростов-на-Дону, земельный участок относится к многофункциональной зоне общественно-жилой застройки второго типа (ОЖ-2/2/01), где допускается строительство многоквартирных жилых домов без ограничения по высотности.

Объекты недвижимого имущества на рассматриваемой территории подлежат сносу. Необходимы проработки по возможной необходимости рекультивации территории.


Вопросы и выводы по проекту

  • Решение вопроса с высотным ограничением от глиссады аэропорт
  • Решение вопроса с шумовыми ограничениями от железнодорожного полотна
  • Размещение на рассматриваемой территории предприятия (“Ростовский опытный завод автозаправочных станций”) влечет необходимость сноса капитальных строений общей площадью около 13,7 кв.м.
  • Включение в стоимость заключаемой сделки по закреплению инвестиционных прав по проекту работ по переводу прав на имеющиеся у предприятия мощности систем электро-, тепло- и водоснабжения, с целью исключения необходимости повторной оплаты технического присоединения к инженерным системам проектируемую застройку.
